Victorian Electoral Commission

Government plays a crucial role in shaping society, no matter where you stand politically. But one thing many people overlook is just how important electoral borders are and how much they can influence the future of policy and representation.

The Victorian Electoral Commission (VEC) was in the process of redrawing electoral boundaries and wanted to ensure the public had a say in the process. To achieve this, they needed a clear and engaging video that would inform, encourage participation, and highlight the impact of these changes.

Discovery & Strategy

Our key challenge was awareness and engagement. Electoral boundaries aren’t something people actively think about, so we needed to:

- Explain why electoral borders matter in a way that felt relevant to everyday voters.
- Encourage participation by showing how public input can make a real difference.
- Make the process feel accessible and easy - not bureaucratic or overwhelming.

With these goals in mind, we set out to create a video that was clear, concise, and engaging.

Concept Development

We wanted the video to cut through the noise and immediately grab the audience’s attention.

Rather than diving into technical details, we focused on a big picture message: "Electoral boundaries shape the future... have your say."

We structured the video around:

- A relatable introduction that highlighted the real-world impact of electoral borders.
- Simple, engaging visuals that illustrated how and why borders change.
- A clear call to action, directing viewers to participate in the process.

By keeping the tone inclusive and non-partisan, we ensured the message would resonate with all viewers, regardless of political views.

Visual Design

To make the video feel modern, informative, and engaging, we opted for a clean, dynamic animation style.

- Simple, bold graphics made it easy to follow along.
- Smooth transitions helped visually demonstrate the process of redrawing borders.
- A clear, easy to read colour palette reinforced the video’s professional yet accessible tone.

We also used subtle movement and visual metaphors to bring the message to life without overwhelming viewers with unnecessary complexity.

Testing & Refinement

Throughout the production process, we worked closely with the VEC team to ensure the video was:

- Factually accurate, reflecting the real electoral boundary process.
- Visually engaging, keeping the audience’s attention from start to finish.
- Optimised for clarity, making sure the key message was immediately understood.

After multiple refinements, we fine-tuned the pacing and visuals to strike the perfect balance between informative and engaging.

Launch & Results

The VEC was thrilled with the final video, which successfully simplified a complex topic and encouraged public participation in the boundary review process.

By making the information clear, accessible, and engaging, the video helped drive awareness and increase public involvement, ensuring more people had a say in shaping their electoral future.
